What the court held
- The Deseret Morning News asked Salt Lake County for the investigative report on a sexual harassment complaint inside the county clerk’s office. The county withheld it and the district court agreed. The Supreme Court reversed, holding the county had not carried its burden of showing the report was properly classified as nonpublic, and observed that GRAMA does not contemplate adversarial combat over records requests but an impartial balancing of interests.
